Ordinance of the County Sonneberg about MediaCenter of 12. 06. 2001

The County of Sonneberg enact the following ordinance:

1. Fundamentally issues
I.  The MediaCenter at the district office Sonneberg performed tasks, which results from using films, photos, videos, software, technical literature and sound storage mediums in the range of science, breeding and education. The installation will promote the using of films in schools. The MediaCenter works together with the ThILLM (Thüringer Institut für Lehrerfortbildung, Lehrerplanentwicklung und Medien)
II. Legal representative of MediaCenter is the County Sonneberg. It's a public utility with its own sphere and is in charge of the district administrator. The main branch is located in Sonneberg, one subinstitution in Neuhaus am Rennweg. It's possible to dispose more subinstitutions in his area. The installation shall be administerd by the branch office.
III. All natural persons or corporate bodies (associations, companies) which are living in the area and concerned with cultural tasks can use the Media-Center. But the schools takes priority.
 
2. Tasks
The MediaCenter has the following tasks:
I. pedagogical tasks:
 
  1. pedagogical and visual advice of authorities, schools , associations and persons in the county
  2. Organisation and performance of film events at schools
  3. technical training and give advice to teachers and youth counselors
 II. technical and collection tasks:
 
  1. Collection of films and create documentary films about the history of the county, his cities and townships
  2. Collection of Photos
  3. Collection of sound storage mediums (CD's, audiotapes, cassettes, records);
  4. Leasing of films, photos, sound stogare mediums and software, Procurement from other collections
  5. Cooperation on building a picture library
  6. Administration,support and use of devices, film copies, photo sets, sound storage mediums and software
III. organisational tasks:
 
  1. Organise the delivery of films, software, photos, sound storage mediums, devices and other material
  2. create registers of films, photos, software and sound storage mediums and give it to schools
  3. arrange and perform events in the range of schools, youth work and adult education; showing documentaries
 
3. Organisational issues
I. The district office makes the rooms for the pedagogical and cultural activity of Media-Center available.
II. For Media-Center there is a using order.
it is defined by the district administrator.
 
4. Budget, Charges
I. Finance requirements of Media-Center is get together by:
 
  1. Charges of using,
  2. country's and additional allowance,
  3. budget resources of the county
II.  For using the Madia-Center you have to pay charges. The height of this is fixed by the county council in his articles.
III. All receipts and expenditures are allocated by the cash office. The budget is a part of the county budget.

5. Award of the titel "Medienorganisation des Landkreises Sonneberg"

All corporate bodies of the county Sonneberg can get the titel "Medienorganisation des Landkreises Sonneberg" The titel will invest by the district administrator by the following criteria:

  1. Assistance the Media-Center in the range of education
  2. Making education events
  3. Public relations
  4. regional meida-works
  5. Production of medias in the range of education in the area
  6. Promotion of education in media
  7. medientechnische Aufgaben

Is one criteria complied with you can get the titel by the district administrator by certificate

The titel is valid for two years but there is no legal claim of the titel.

The Media-Center is the contact person for the corporate bodies in the county.

6. Commencement

I.   This ordinance is coming into effect one day after publication in the official journal of the county Sonneberg.
